Asked about the negotiations, senior Hamas official Sami Abu Zuhri told Reuters on Monday the organization was open to discussing ideas but that no deal was yet in place. One offer by Israel is to end the war if Hamas removes six senior leaders from Gaza, said a seventh source, a senior Hamas official. Five of the sources said Israel had refused to discuss any end to the war that did not include Hamas being dismantled. Israeli government spokesperson Eylon Levy said at a press conference on Tuesday that efforts were ongoing to secure the hostages' release. The official briefed on the talks said Hamas had since softened that demand, which would likely be vehemently opposed by Israel.

Mendes' account is one of seven given to Reuters by first responders or others dealing with the dead that attest to alleged sexual violence. VICTIMS DEAD, TRAUMATIZEDIn Israeli criminal law, sexual violence includes rape, but also indecent acts, harrassment and sexually demeaning a person – including forced nudity – among other offences. Some of those purporting to show sexual violence could not be authenticated – one seen by Reuters appeared to date to 2021. The news agency verified the locations of two other videos that suggest sexual violence, shared on social media within a day of the attack. Israeli lawyers say its evidentiary requirements on sexual violence are less challenging than Israel's.

But the three men topping Israel's hit-list remain at large: Deif, the head of Hamas' military wing, the Izz el-Deen al-Qassam Brigades; his second in command, Marwan Issa; and Hamas' leader in Gaza, Yahya Sinwar. The three leaders are directing Hamas' military operations and led negotiations for a prisoner-hostage swaps, possibly from bunkers beneath Gaza, three Hamas sources say. The objective of the war remains to dismantle Hamas' military and government capabilities, Michael said, which could involve a turbulent period in Gaza after the war. An Israeli military officer, who spoke to reporters on condition of anonymity, said the IDF viewed the elimination of such combat-level commanders as essential to dismantling Hamas' military capabilities. Israel has killed Hamas' leaders in the past, including the group's founder Sheikh Ahmed Yassin and its former leader Abdel-Aziz al-Rantisi, assassinated in a 2004 air strike.

According to three regional sources, Israel related its plans to its neighbours Egypt and Jordan, along with the United Arab Emirates, which normalised ties with Israel in 2020. He declined to offer details when asked whether those plans had been raised with international partners, including Arab states. A U.S. official, who declined to be identified, said Israel had "floated" the buffer zone idea without saying to whom. The regional sources compared the Gaza buffer zone plan to the "security zone" Israel once had in south Lebanon. "The buffer zone could make (Prime Minister Benjamin) Netanyahu's forces a target also in the zone," he said.

Insight: Italy is no country for young chefs

For the past year, the 25-year-old has cooked at Piccola Cucina, an Italian restaurant in Manhattan's glitzy SoHo district, home to designer boutiques and high-end art galleries. The current outflow of Italian chefs due to difficult conditions at home is not a new phenomenon. A peep into the kitchens of even the most traditional Italian restaurants shows the local dishes are often prepared by low-paid immigrants. Partly for this reason, young chefs in Italy take home half the salary of their peers in Britain while working longer hours, Mazzei said. British people have become knowledgeable about Italian food, even learning about regional differences, he said, so he preferred to hire Italian chefs to satisfy an increasingly demanding clientele.

Italy's food is famous the world over but many talented young chefs, hoping to make a career in their country, find themselves frustrated by low pay, lack of labour protection and scant prospects. Climate Change Conference (COP 28) that opens on Nov. 30 in Dubai. Neither floods nor fires are new to Greece but with climate change, they are becoming a frequent disruptor to an economy dependent on tourism and farming. "We have to change our prediction methods," Skylakakis said, acknowledging the rapid pace of climate change. Mitsotakis has urged the EU to top up its solidarity fund and help countries tackle the impact of climate change. Adaptation measures worth 67 billion euros could reduce that loss to 510 billion euros, the country's leading economic think tank IOBE said in a February report.

An Israeli military spokesman indicated on Friday that the military operation against Hamas would advance into southern Gaza but gave no indication of timing. "They asked us, the citizens of Gaza, to go to the south. With Palestinians now effectively cornered, the second stage in Israel's military campaign is fraught with even more risks than the first. Assessing Israel's gains till now, Eiland said he believed the IDF had dealt with "something like 50%" of Hamas' military capacity. "I'm not sure that all foreigners understand the Israeli mood: Israel will not stop the operation before the hostages are back," said Eiland.

Israeli Prime Minister Benjamin Netanyahu said at the weekend that the PA in its current form should not take charge of Gaza. In the wake of Netanyahu's comments, Israeli officials have insisted that Israel does not intend to occupy the Gaza Strip. Dahlan has the backing of the influential United Arab Emirates to lead a post-war administration in Gaza, according to diplomats and Arab officials. So far, the U.S. and its allies have not seen any clear roadmap from Israel for its exit strategy from Gaza beyond the declared aim of eradicating Hamas, diplomats say. Not since the U.S. invasion of Iraq in 2003 has there been such widespread concern about military action raging across the Middle East, according to Arab officials and diplomats.

Abu Dhabi became the most prominent Arab nation to establish diplomatic ties with Israel in 30 years under the U.S.-brokered Abraham Accords in 2020. "The indiscriminate damage visited upon the people of Gaza in pursuit of Israel's security risks extinguishing that hope," she said. Israel and the UAE have developed close economic and security ties in the three years since normalisation, including defence cooperation. None of four sources ruled out that the UAE could downgrade or sever its ties if the crisis escalated. While criticising Israel's conduct of the war, Abu Dhabi has also condemned Hamas for its attack.

In recent days, Israeli troops have surrounded Gaza City and battled Hamas fighters as they pushed deeper into its streets. Israeli Defense Minister Yoav Gallant approved on Monday further operational plans for military action in Gaza City and the northern Gaza Strip. The Israeli military has said that many of Hamas' tunnels, command centres and rocket launchers lie adjacent to schools, hospitals and humanitarian institutions in northern Gaza, including the Al-Shifa hospital in Gaza City, the region's largest. Hamas is estimated to have a force of between 20,000 and 30,000 fighters, according to Israeli security sources. Security sources said some intelligence was being gathered from Gaza residents fleeing south about the concentration of the tunnels.

An armored vehicle escorting a MINUSMA logistic convoy from Gao to Kidal, is parked as trucks pass by, Mali February 16, 2017. Shortly after the last U.N. convoy rolled out, the ethnic Tuareg rebels announced they had taken over the base. The Tuareg rebels signed a 2015 peace agreement brokered by MINUSMA but maintained control of much of the north from Kidal. The first sign of trouble came in early August, when fighting broke out between Mali's army and Tuareg rebels around the U.N.'s camp in Ber in the north. As in Kidal, peacekeepers destroyed equipment before leaving that could have been transported in trucks earlier, if the government had allowed.

Reuters spoke to 16 political operatives and donors close to DeSantis to reconstruct the roughly 10-week period from mid-March - before Trump's first criminal indictment in New York - to DeSantis' campaign launch on May 24. The unforced errors in that early stage had a lasting impact on DeSantis' campaign, they acknowledged. The DeSantis campaign told Reuters it did not want to discuss any past strategic decisions and was focused on preparing for the first nominating contests, which kick off with the Iowa caucus on Jan. 15. "The president was dead set on attacking Ron DeSantis as early as possible," Chris LaCivita, Trump's co-campaign manager, told Reuters. The investigation into Li relates to procurement of military equipment, according to a regional security official and three people in direct contact with the Chinese military. Eight senior officials from the Chinese military's procurement unit, which Li led from 2017 to 2022, are also under investigation, according to two of the people in direct contact with the military. Reuters' detailed examination of the allegations against Li and the timing of the probe is based on interviews with sources who interact regularly with senior Chinese political and defence leaders, and regional officials with close knowledge of Chinese politics. The Financial Times reported on Friday, citing U.S. officials, that the U.S. government believes Li has been placed under investigation. Chinese officials initially said Qin's absence was also due to health reasons.

The direct link between COVID agitators and misinformation about the Voice has not been previously reported in detail. Not one X post containing electoral misinformation was marked or taken down in the monitoring period, before or after being reported, Reset.Tech said. Story contains strong languageUkraine’s counteroffensive was in its second month when Andrey, a Russian soldier, called his wife to say his unit was taking heavy casualties. The expletive-laden intercepts, shared with Reuters by a Ukrainian intelligence source, provide a rare - albeit partial - glimpse into the conditions of some Russian soldiers as Kyiv prosecuted a major counteroffensive, which started in early June, two military analysts told Reuters. Ukraine has acknowledged that its efforts to recapture territory have been hindered by vast Russian minefields and well-prepared defensive lines. The Ukrainian intelligence source said they illustrated the challenges facing Russian soldiers but did not elaborate on how the recordings were selected. In the excerpts, several soldiers used profane language to describe Russian units that had taken heavy casualties and had been unable to retrieve their wounded.
